Dublin’s Major Plan reduced to Standby
25/10/2011 8:29 pmDublin City Council and South Dublin County Council continue to lead the cleanup in the City and South Dublin in the aftermath of yesterday’s severe weather event. As a consequence, a decision to stand down the major emergency status to standby mode was taken by the Local Co-Ordination Group this afternoon. Met Eireann has advised that the storm which affected the region yesterday evening has passed. The inter-agency coordination dealt with the response and rescue, which has today moved into the recovery and cleanup phase.
A great deal of activity will continue in the recovery phase by each of the Principal Response Agencies (PRAs) (Dublin City Council, South Dublin County Council, the Gárdai and the HSE), to deal specifically with issues that fall within their own areas of expertise and responsibility.
All inter-agency resources remain on standby should the regional major emergency structures need to be reactivated over the coming days, to deal with any other exceptional events should they arise. In the meantime, the PRAs will continue to deploy all resources required throughout the entire recovery and cleanup phase.
Once the recovery phase has been concluded, a review will take place on the inter-agency coordination aspects of the response between the PRAs. This review will involve all services that took part in the response.
Update to Response to severe flooding in the Dublin Region 9:15am 25/10/2011
25/10/2011 9:26 amThe East Coast of Ireland was hit with an unprecedented and intense level of rainfall yesterday, lasting from early in the afternoon to late in the night. Dublin City Council linked closely with Met Eireann who confirmed that 80ml of rainfall fell during this time, equating to one months rainfall in half a day.
All the Principal Response Agencies (PRAs) – Dublin City Council, South Dublin County Council, the Gardai and the HSE deployed staff to deal with the emergency throughout the night . The Civil Defence also assisted. detailing the work being done by each one.
In terms of traffic mangement, the main commuter routes in the Region are passable but commuters are asked to exercise caution and not to drive into floods. The M. 50 has reopened in its entirety following a number of Slip closures last night. Wolfetone Quay Northbound is closed and traffic coming into the City from the West and commuters are advised to take alternative routes and divert using the M. 50, to avoid serious delays. All Dublin Bus routes are open with diversions in place and commuters are advised to consult the Dublin Bus Website and to listen to News Bulletins and Traffic updates. The Luas Red Line is also fully operational, the Green Line is operating to Balally only at this stage.
- Wolfe Tone Quay is currently closed to traffic.
- Harolds Cross Road is closed to motorists but open to Buses.
- Parnell Road is closed and Drainage crews are on site to work on clearing the flood.
- The N.11 at the UCD interchange is closed but traffic can use the flyover at this point.
- Kylemore Road, Ballyfermot is subject to localosed flooding.
- The N. 81 at Jobstown is also virtually impassable.

Dublin City Council linked closely with Met Eireann who confirmed that 80ml of rainfall fell during this time, equating to one months rainfall in half a day.
All the Principal Response Agencies (PRAs) – Dublin City Council, South Dublin County Council, the Gardai and the HSE deployed staff to deal with the emergency throughout the night . The Civil Defence also assisted. A conference call was held at 7.00am this morning at which situation reports were given by each of the Agencies, detailing the work being done by each one.
The HSE have confirmed that they dealt with a number of casualties throughout the night. However emergency calls have largely returned to normal at this stage. They also evacuated 3 nursing homes hit by the floodwater.

The PRAs are responding as best we can to individual problem locations.
Following an extremely busy night Dublin Fire Brigade has confirmed that normal levels of activity havs resumed at this point.
We are aware of a number of locations where properties have been flooded and we are assessing each one to determine what additional support the City Council can give in this regard. At this stage we can confirm that numbers of properties affected are in the hundreds.
The PRAs are gathering information at present and this will take some time given the short time span in which this severe weather event took place and owing to its magnitude.
All available resources were deployed from each of the Principal Response Agencies and the Civil Defence to deal with the emergency, in a response and rescue operation, and to ensure that all efforts are focussed on getting those affected by the flooding to safety.
